Abstract
Location Enabled Citizen Empowerment

Citizens find answers from peers, rather than from City officials. Cities need to redefine citizen interaction. Decentralization leads to citizens organizing their own life. Offering a location based Citizen Experience infrastructure that is open, available, standard and secure to facilitate crowd sourcing is key. Local initiatives pave the way for a return to self-regulation. Citizens are organizing their own life (like in neighborhood watch, sharing means of transport, producing energy with reusable resources) – more than often based on location based services. Citizens’ creativity may solve City issues faster, better, cheaper. Offering an open location enabled infrastructure to facilitate crowd sourcing is key. Empowering communities may vary from providing complete Land Information Systems to full reliance on citizens’ initiatives. Cities may provide all geographical and spatial instruments for citizens to exploit. Or perhaps it is enough for the city to just create the foundation for citizens to develop their own solutions. The Oracle Smart City Platform exploits Oracle’s geographical and spatial functionality to allow for two-way interaction, the basis for closed loop interaction between the city and residents. High quality Citizen Experience is the result. Inclusiveness designed into an inviting collaboration infrastructure.
